Some Past Japanese Prime Ministers


SECTION I: MAKOTO SAITO (1932 - 1934)

Imperial Navy Full Admiral Makoto Saito assumed office of the prime minister of the Empire of Japan between 1932 and 1934.

He was so chosen by Imperial elder statesman Kinmochi Saionji who recommended Showa Emperor to appoint Admiral Saito as prime minister, since Emperor had told beforehand that those close to fascism must not be candidates for the next prime minister.

Following the assassination of Prime Minister Inukai Tsuyoshi on May 15, 1932 by fanatical navy officers who thought Inukai far too conciliatory (the May 15 Incident), Prince Saionji Kinmochi, one of the Emperor's closest and strongest advisors, attempted to stop the slide towards a military take-over of the government. In a compromise move, Saitō was chosen to be Inukai's successor.

It is interesting that in the wake of the great financial crisis on Wall Street in 1929, Saito from not-highly-industrialized Tohoku region became prime minister, but suffered a political and financial scandal on which his opponents strongly accused the Saito Cabinet.

However, after Saito's resignation, it seems that the scandal was completely forgotten by his opponents.

Internationally, the Saito Cabinet was not popular, since his Cabinet supported and recognized the independence of Manchukuo, and decided a controversial withdrawal from the League of Nations.

Yet, Prime Minister Saito managed the Empire of Japan without joining military extremists but competing with those who might have resorted to domestic terror.

Saito continued to be an important figure in politics as Lord Keeper of the Privy Seal from December 26, 1935 but was assassinated during the February 26 Incident of 1936 at his home in Yotsuya, Tokyo.

In 1936, some officers of the Imperial Army tried coup d'etat, claiming that they were going to save poor farmers and citizens under the Great Depression by punishing rotten political and military leaders of the Empire of Japan. Yet, their act of military violence in the Imperial capital Tokyo extremely alarmed Showa Emperor, which destined the fate of revolting officers who led 1,500 soldiers illegally.

Yet, the incident also paved the way for militarism, a great driving factor for the wars deep into China and around the Pacific Ocean areas during WWII, since modest or liberal politicians and generals such as Saito were suppressed or wiped away in the Empire of Japan through those incidents in 1930's.


SECTION II: KANTARO SUZUKI (April 1945 - August 1945)

It was Imperial Navy Full Admiral Kantaro Suzuki that was prime minister of the Empire of Japan when the Empire surrendered to the U.S. and its allies in August 1945 days after the atomic bomb attacks on Hiroshima and Nagasaki and the betrayal of the USSR abolishing the Soviet–Japanese Neutrality Pact to join the allied.

When the Potsdam Declaration was announced in July 1945, prime minister Suzuki could not accept it as it was, though he had assumed the premiership with clear intention to put an end to WWII for the Empire of Japan.

As an official response to the Potsdam Declaration, prime minister Suzuki said, virtually, "I cannot take it up for the time being; neither acceptance nor rejection to be decided for a while."

But, the U.S. and its allies interpreted his word as rejection. No diplomatic efforts were made while the Suzuki Cabinet had been formed not for continuation but for termination of the war. Hence, the atomic bomb attacks were authorized and the Soviet Union was welcomed to abolish the treaty with Japan and invade Manchukuo, Sakhalin, and Kurile Islands just days before the surrender of the Empire of Japan.

The Empire of Japan decided to surrender at a special meeting held in an underground room of the Imperial Palace, Tokyo, where the six highest-ranking leaders of the Empire discussed the matter before Showa Emperor and voted for the decision, resulting in three to three for peace and war.

So, prime minister Suzuki respectfully asked Showa Emperor, an act rarely practiced, as to his will. Emperor told that his mind is the same as that of the Minister of Imperial Navy who voted for peace.


Accordingly, the Empire of Japan surrendered on August 15, 1945, without resorting to the final and decisive battle on Japan proper.

Just like Full Admiral Kantaro Suzuki had survived the terror carried out on February 26, 1936, though having been shot twice or three times by revolting officers, many Japanese people could survive except three million soldiers and civilians having been already victimized.

If you ask educated Japanese whether the February 26 incident of 1936 is the gravest historical incident of the Empire of Japan before WWII, 99% of them would say it is so.

But, of course, if you ask non-Japanese educated persons in the world whether the February 26 incident of 1936 is the gravest historical incident of the Empire of Japan before WWII, more than 99% of them would say, "What is the February 26 incident of 1936?"

The February 26 incident of 1936 in the Empire of Japan meant that even generals and admirals of the Imperial Military could be a target of militarist terror if they had looked conciliatory to non-militarist camps, including a pro-America faction, a pro-socialist faction, and a pro-peace faction.

And, what spurred this militarism is anger to rotten business leaders and politicians who were ultimately protected by the Imperial Military.

And this anger and corruption in the Empire of Japan were both magnified by the Great Depression originated on Wall Street in 1929.

At the core of this part of history, there were some unbelievably evil but foolish guys (including some Chinese and Americans) who exploited both the anger and the corruption without minding the possible or actual wars of the Empire of Japan with China and the U.S. in 1930's and early 1940's.





(Showa Emperor of Japan is said to have not so much loved classical music. But, Japan's Former Prime Minister Mr. Junichiro Koizumi is said to love so much classical music. When I was young, I loved so much classical music and then started to love Christian music. But, Islam is nice without relying on music. If everybody is silent, it is far better, I honestly believe.

Nobunaga and Ieyasu with Hideyoshi


Fools become soldiers and warriors.

Wise men become bureaucrats, medical doctors, or scholars.

Noble men never do manual work to be a king someday.

This is a common value system in Europe, India, and China.

But, in Japan, the samurai class consists of soldiers and warriors.

In Japan, the samurai class consists of bureaucrats, medical doctors, or scholars, or even artists.

In Japan, the samurai class consists of noble men who are often engaged in civil engineering.

The head of the samurai class was actually king of Japan since the last ancient imperial government had fallen in the 12th century.

It is impossible for a samurai to be unable to read, write, and calculate since the beginning of its class 1,100 years ago.

But, samurais fiercely fought one another from 1467 to 1568 all over Japan to secure their territories or take national hegemony. In 1568, samurai lord Nobunaga with his subject Hideyoshi and his younger ally Tokugawa Ieyasu entered Kyoto so symbolically and politically, putting an end to this Age of Civil Strife. Yet, it was 1615 that the last major war was fought in Osaka between Ieyasu and Hideyoshi's son, resulting in subsequent 250-year dominance of the Tokugawa clan.

In this way, educated Japanese have at least once in their life thought about what personalities Nobunaga, Hideyoshi, and Tokugawa Ieyasu had, since they were overwhelmingly the three greatest samurai heroes.

Nobunaga is a prodigy but cruel and bloody though he protected Catholic missionaries. Hideyoshi was humane with plenty of business sense though he changed his attitude ominously toward Catholic missionaries. Ieyasu very patient with full of strategies supported by his trustworthy subjects though he expelled Japanese Catholics out of the country.

But, Nobunaga was betrayed and killed near Kyoto like Caesar in a sense. Hideyoshi died with full of anxiety about prosperity of his children in a mighty castle of Osaka, the then political, commercial, and military center of Japan as Hideyoshi himself unified the country. However, ex-Shogun Ieyasu died peacefully in a local but great castle, watching his son governing Japan at the Edo Castle (Tokyo) after succeeding the title of Shogun, namely the Imperial Great General or tycoon.

One day when Nobunaga was busy fighting his own uphill battles to Japan's hegemony, he happened to meet a disabled beggar in rags sitting in the rain. He again met the beggar in his riding back home with his men on the same path through mountains and fields. Nobunaga felt sorry and thus not only gave some treasure to the extremely poor beggar but also called on villagers nearby, telling them to take care of the beggar if they wanted to please Nobunaga himself.

One day Hideyoshi felt high in a great castle just completed in Great Osaka City as a symbol of his unification of Japan. Hodeyoshi, then not only the top leader of samurai lords but also the chief adviser to the Emperor,
told Ieyasu, who had accepted his position as a subject to Hideyoshi years before, that nobody could attack and destroy the robust castle surrounded by wide and deep moats. So, Ieyasu asked, "Sir, even you could not attack and conquer this castle?" Hideyoshi, feeling higher, said, "I can do. Only I can do, Ieyasu-dono. I will tell you how I will attack this great castle..."

One day when Ieyasu, who was to bring the whole country under his rule after attacking and occupying the Great Osaka Castle though years after death of Hideyoshi, was still young, he held a meeting with his subjects in a castle. One of the samurais there harshly pointed out a failure and mistakes Ieyasu had made in a previous battle. A certain senior aid of Lord Ieyasu felt it too rude. So, after the meeting was closed and other samurais left, the aid told Ieyasu to punish the samurai who accused Ieyasu openly. But, Ieyasu said, "He is useful. He is honest. I need a subject who follows me so much risking his life as he cannot stop giving me reasonable advice."

I do not know if the 2016 Summer Olympic Games will be held in Tokyo.

But, if it is so decided, I will recommend parties concerned to transfer a right to hold 2016 Olympic basketball games to Chicago and a right to hold 2016 Olympic soccer games to Rio de Janeiro.

And, in 1964 Tokyo Olympic Games, the Japanese Government issued various types of special postage stamps. Many citizens all over Japan earnestly bought the commemorative stamps to financially help the 1964 Olympics.

It was also said that those stamps would grow in value to be placed a premium on in future. But, I have never heard of anybody who has become rich by reselling those stamps at higher prices in market in these decades.

And, most of the stamps poor boys and girls all over Japan bought with their humble allowances, forming a long line and waiting for their turn at the counter of a postal office, must have gone with their dreams of good and old days of 1960's...

SECTION I: Mr. Muhammad Yunus

Bangladeshi banker and economist Mr. Yunus helped open an ophthalmic hospital that provides free medical services to the poor but non-free services to ordinary citizens, according to a Japan's NHK TV reporting.

So far 1800 people have visited the hospital, since there are many local people who develop a cataract to become blind eventually in Bangladesh.

Poor villagers paid no charge but ordinary citizens paid US$25. So far, 900 patients among 1800 have received free medical treatments; nonetheless the hospital has no difficulty in its financial management.

A hospital free to the poor must also become a touchstone for American Christians.

SECTION II: North Korea

First of all, if the 2016 Summer Olympic Games should be hosted by Tokyo City, I suppose that we have to introduce baseball and softball again as Olympic sports and transfer rights to host these sports in the capital of North Korea.

Remember, baseball is active in the U.S., Japan, Taiwan, and Korea in addition to Cuba and Venezuela. Even Chinese people are being oriented to this sport along with growth of their economy.

Baseball must be practiced in North Korea and Iran as major sports.

If a country that loves baseball has nuclear warhead missiles, no one thinks it is a threat.

A country that cannot enjoy baseball sometimes abducts other nationalities or subsidizes terrorists, from statistics of the modern history.

And, you can put on a cool uniform in the game of baseball or softball, sir.

The U.S. exports more than 10,000 corneas to the world every year.

But, you have to probably wait for full development of stem cells rather than wishing that somebody would provide you with his or her heart or other organ in whatever situations.

It is a matter of religion not financing.

Trojan Horses in the Middle East


Somebody said to Mr. George Stephanopoulos that it is a Trojan horse in a debate concerning private sector health insurance and public sector medicare in an ABC program broadcast in Japan via an NHK's satellite channel yesterday or so.

Then, President Mr. Barack Obama picked up the phrase "a Trojan horse."

But today, I have to watch a discussion session broadcast from the national Diet in Tokyo to be held soon between Prime Minister Mr. Taro Aso and next-prime-minister hopeful Mr. Yukio Hatoyama.

In case, I think President Mr. Obama can transfer Mrs. Hilary Clinton from the State Department to the Department of Health and Human Services as a kind of Trojan horse, since I cannot believe that there aren't any enemy to the poor and sick in HHS.

Ancient Greece and ancient Iran had fought great wars several times until Alexander the Great put an end to this historical inevitability.

If Alexander the Great had been defeated by the ancient Iranian Empire 2300 years ago, there would not have been the Greco-Roman Civilization and the Roman Empire in which Jesus Christ was born.

Accordingly, there could not be today's European Civilization.

Iranians are, however, Indo-European which ancient Sumerians, Hebrews, Israelites, and Indigenous Judaists cannot be.

Egypt, Saudi Arabia, Bahrain, Qatar, Jordan, and the United Arab Emirates have already sought nuclear partnerships with the United States, Russia, and France to acquire nuclear technology. Since all of the Arab countries belong to the IAEA and NPT, the acquisition of nuclear energy is their "undeniable right." But it's possible this interest in nuclear power could lead to nuclear weapons. As Jordan's King Abdullah told Haaretz in January 2007, "The rules have changed on the nuclear subject. . . . Everybody's going for nuclear programs. . . . What we don't want is an arms race to come out of this...

What Riyadh and the other Arab nations fail to realize is that they can't ignore Iran's place in the Middle East. Therefore, their concerns about the Iranian nuclear program should serve as the organizing factor around establishing a new relationship with Tehran based on confidence and mutual respect. To start the process, Iran should renounce its interest in exporting the Islamic Revolution and its support for Islamic militants. For their part, the Arab countries should find ways to diminish their political and military dependence on the United States, while also pursuing political, economic, and social reforms. The result would be a much more secure Middle East.

Yet it is Dubai that has seriously stimulated increasing interest of Tehran people in economic freedom and material prosperity.

On the other hand, what has significantly influenced political leaders of Iran is the wars going on in Iraq, Afghanistan, and Pakistan.

Anyway, one of the three mysteries in the Middle East is why Iran could not be another Japan.

The other two are why Egypt and Turkey could not be, respectively, though they are not like India or China, in terms of scale and history.

Late last night, a TV news program in Japan presented a nameless patient dying in an emergency room in a hospital in Okinawa.

(He looked like having been rushed to the hospital after a car accident.)

His pulse stopped, but the heart started to move again owing to hard work by medical staff who tried to make the patient alive until his family in a hurry arrived there.

Finally, the functioning of his heart and lungs stopped while his wife and daughter were watching him with a medical doctor.

The doctor compassionately declared, bowing his head, "He just now died."

Every legal procedure thereafter would be based on this time of death.

It is very rare for a man to be presented in a national TV broadcast at the moment of his death, even if just lying on a bed in an ER room.

Now, we have heard other news reports that one person died of the swine flu in England, and one person was shot and killed on the street of Tehran, Iran, while the half-deserting eldest son of N. Korea's top leader Mr. Kim Jong-il escaped an assassination attempt by N. Korea's secret agents in Macao or somewhere around China.

Drug-related violence in Mexico has spiked in recent years as drug trafficking organizations (DTOs) have competed for control of smuggling routes into the United States...

By the late 1990s, Mexican DTOs had pushed aside the Colombians and gained greater control and market share of cocaine trafficking into the United States. Mexican DTOs now dominate the wholesale illicit market in the United States...

Using as a base the Mexican Attorney General’s statistics of more than 5,600 killed in drug trafficking violence in 2008, this represented a 110% increase over 2007. Among those murdered were 522 Mexican military and law enforcement officials according to recent testimony of the U.S. Department of State. In the first two months of 2009, the violence grew with almost 1,000 drug-related killings in Mexico or 146% more than in the comparable period in 2008. According to the same publication, the 1000th murder in 2008 did not take place until April 22(compared to February in 2009), suggesting the pace of killings have continued to rise rapidly. (See Figure 3, for the tally of drug killings 2006-2008).

Look at South Korea and Taiwan, the two major adjacent countries of Japan. They have been under a strong influence of Japan since Japan became the second largest economy in the world. Today, Taiwan and S. Korea are highly respected in the world as well civilized countries.

China's success totally depends on Japan's past aid and investments. Russia's integrity was also preserved through its hard time after the debacle of the USSR, owing to peace with Japan.

Even North Korea could pull through its most dangerous period of the food-supply crisis in 1990's, owing to peace with Japan that allowed for transfer of a great amount of money from North Korean residents in Japan.

In short, being a neighbor country to the U.S. is a hidden factor of the breaking out of the swine influenza in Mexico.


SECTION II: IRAN

The recent presidential election in Iran has been widely reported in Japan.

There have been many Iranians in Japan, especially in 1990's, since Japan has had a diplomatic tie with Iran but the U.S. has not.

However, some Iranians were not good for the Japanese people. Even a secret agent from Iran killed a Japanese translator of a very controversial book on Islam in campus of a university in Japan in 1991.

Certain Japanese medical doctors claim that leukocytes control automatic nerves. But, Western medicine does not respect this theory, since European medical traditions see only a tree but not a forest.

The sequence to (early) death of a human being is as follows, according to their theory.

(1) Overstressed
(2) Sympathetic tone lasting on nervous sympathetics
(3) A very high level of adrenaline excretion
(4) Insufficient blood flow and fall of body temperature, leading to an increase in granular leukocytes
(5) Release of a large amount of active oxygen
(6) Destruction of tissues and organ damages
(7) Chronic disorder
(8) Ephemerality or short lived life
However, if a man always tries to make himself relaxed and laugh and smile without unnecessary restriction, a parasympathetic nerve system is excited, leading to an increase in lymphocytes.

The balance of granular leukocytes and lymphocytes is a key to health, since lymphocytes prevent cancer.

In fact, Japan is well known for the longevity of its people, especially in comparison with other advanced nations in North America and Europe.

But, Okinawa Prefecture is globally well known for the longevity of its people, especially in comparison with other prefectures and regions within Japan.

And, remarkably, Okinawa islanders look having more relaxed lives than other Japanese people driven hard for various need of modern society in the four major islands of Japan.

Sometimes it is not so difficult for Japanese people to make a distinction between persons from Okinawa and others, since they have a kind of unique atmosphere or aura.

Okinawa is very subtropical unlike other islands and areas of Japan.

Okinawa was historically not influenced by Shintoism until its political annexation to mainland Japan a few hundred years ago, though the Okinawa dialect belongs to Japanese while no Taiwanese dialects belong to Japanese.

The Tokyo dialect was adopted as the basics of the standard modern Japanese language after the Meiji Restoration when the last samurai regime ended 140 years ago.

The Okinawa dialect is more remote to the language spoken in Tokyo than American English is to British English.

(It is a domain of difference between English and German or between Pekingese and Cantonese.)

In an ordinary wedding banquet held in Japan, one quarter of foods served are never touched and consumed by guests, living in a glut of delicious foods in daily life, only to be thrown away, usually, from a hotel or a ceremonial hall as scraps after the ceremony.
