"I Am Not Of This World" - Xu Fu

Diplomacy of Ancient and Modern Days


Mr. Kim Dae-jung, former President of South Korea, died recently of disease.

He could speak Japanese fluently, and finally is found to be not anti-Japan in his career.

("Kim Dae-jung" is pronounced as "Kin-Dai-Chu" in Japanese, since his name is expressed in Kanji letters.)

Accordingly, Mr. Kim Jong-il, head of North Korea, has sent an envoy to Seoul to show the last respect to his once-so-friendly counterpart in the south.

One of the big concerns about the Japan's coming regime change is how the new Cabinet to be formed by the DPJ will approach North Korea.

How can Mr. Yukio Hatoyama, next prime minister so hopeful, and his possible Cabinet take back Japanese citizens having been abducted by, and kept in, North Korea who has used them for illegal spy activities against Japan and S Korea for decades?

Though Japan is now in the fierce general election campaign period, families of those abductees, such as the respectable Yokotas and the respectable Arimotos, seem to be keeping very modest attitudes and remaining silent observers. It is well known that former Prime Minister Mr. Shinzo Abe has been a strong supporter for those long-suffering families as he visited Pyongyang on September 17, 2002, with then P.M. Mr. Junichiro Koizumi and met Mr. Kim Jong-il for diplomatic negotiations.

Recently former U.S. President Mr. Bill Clinton flew to the capital of N Korea to talk with Mr. Kim Jong-il and successfully bring back two female American journalists to the U.S.

So, next Japan's Prime Minister most hopeful Mr. Yukio Hatoyama had better build his strategy against North Korea in cooperation with Mr. Koizumi, Mr. Abe, and Mr. Clinton (rather than with pro-N Korea Japanese socialists and leftists), if incumbent Prime Minister Mr. Taro Aso has no plan to fly to Pyongyang before August 30, the election day, which would surely change a tide of this general election campaign in favor of the LDP.



SECTION I: From Qin To Japan

There was a strange man 2200 years ago in China, named Xu Fu ("Jyofuku" in Japanese), a kind of sorcerer of a country near the East China Sea.  His historical existence was proven when a village called Xu Fu village was confirmed in Jiangsu Province, China, in 1982.

Xu Fu got permission to meet in person the First Emperor of Qin, who happened to be traveling for inspection of vast local territories he had conquered.  Xu Fu said to the Emperor that if he was allowed to sail eastward from the Chinese continent with support of the Emperor, he would reach a "legendary holy land in the east" (which is believed to be Japan of ancient days) and bring back some arcanums that would give immortality to the Emperor.

During his lifetime, he was sent by Qin Shi Huang [First Emperor of Qin] to the eastern seas twice to look for the elixir of life.

His two journeys occurred between 219 BC and 210 BC. It was believed that the fleet included 60 barques and around 5000 crew members, 3000 boys and girls, and craftsmen of different fields. After he embarked on a second mission in 210 BC, he never returned. Some sources have pointed to 500 boys and 500 girls instead. Various records suggest that he may have arrived and died in Japan.

A story or report about Xu Fu, written in an official history book of China completed in 91 B.C., is the first historical account or legendary that links ancient Japan to ancient China.

If it had been true, the First Emperor of Qin would be thought to have left, in history, great attainment of directly introducing the ancient Chinese culture to Japan, in parallel with the construction of the Great Wall of China and the Great Mausoleum with a great underground palace protected by thousands of lifelike images of soldiers and horses.

Or, from a historical point of view, the Emperor's sending Xu Fu and his band to the east seas and eventually to Japanese islands was more important than such construction work.

In the case, though the first Emperor of China could not obtain the elixir of life having been believed to exist in a holy land in the east sea, according to a holy oral tradition of ancient China, he greatly contributed to cultural development of Japan (which is however strangely not explicitly recorded in the Japanese history).

There are many locations in Japan where local people have claimed from older days that Xu Fu arrived there ages before. For example, very possible landing beaches for Xu Fu and his followers are spotted in Saga Prefecture, Kyoto Prefecture, Wakayama Prefecture, and so on.

Japanese people love the legend about Xu Fu having come from ancient China and stayed in Japan, thought historically it was about 200 BC, while the start of the history of Japan's Imperial Family was about 500 BC.

(It is thought that Xu Fu had no intention to return to China and the First Emperor of China with the elixir of life that might be found in Japan, because the Emperor was well known for his cruelty and severe oppression of people.  Xu Fu succeeded in deceiving the Emperor, in this context. )

SECTION II: Japan's First Emperor Jin-Mu and Xu Fu

Chinese people or the Han people are sophisticated people in academic study, scientific study, and fact-finding efforts.

So, it is impossible to deny credibility on the episode written in an official history book of China, if it had been prepared 2100 years ago.

It must be true that the First Emperor of Qin sent Xu Fu and his followers to an island in the east of the Chinese continent.

And, it must be also true that Xu Fu landed on Japan, probably on a shore of the Kyusyu Island or the Kii Peninsula, 2200 years ago, as local oral traditions suggest.

If this historical fact is related to the Japanese Myth and it is so proved, it could change the history of Japan.

It is so, since some historians in Japan and China consider that Xu Fu might be in fact the First Emperor of Japan, "Jin-mu."

However, there is one difficult question: start of the use of Kanji or Chinese letters in Japan.

If Xu Fu had been able to read and write Chinese letters, he must have left something, like a wooden plate or a stone tablet, where letters were inscribed or etched. But, such materials and evidences have not been discovered in Japan. The oldest earthen vessel or the like, so far found, on which a letter was inscribed is thought to be from around A.D. 200.

But, as Xu Fu was not a gentleman or a scholar living in a capital of a country Qin had defeated and occupied, it is very likely that Xu Fu and his men could not read and write letters.

Actually, according to the Japanese Myth, the First Emperor of Japan "Jin-mu" advanced from the Kyusyu Island to the Kii Peninsula over the sea. Emperor Jin-mu landed on a beach not far from the one Xu Fu arrived at according to a folk tradition.

Though it is almost impossible to believe that Xu Fu is the true and direct ancestor of the present Imperial Family of Japan, Xu Fu and his followers must have contributed to growth of dominant tribes and ruling families of ancient Japan.



SECTION III: Japanese Myth and Qin of China

Emperor Jin-mu advanced to the Nara basin across the Kii Peninsula after having started from Kyusyu and travelling the inland sea, according to the Japanese Myth, though it was about 500s B.C. while  Xu Fu's arrival at Japan around 200 B.C.

In fact, on the Nara basin called "Yamato," the Japanese Imperial court was first established.

Until the Imperial capital was moved to the Kyoto basin around 800, the Nara region or Yamato had been one of the advanced areas and the power centers, since rice cropping had prevailed in most of the southern half of the Japanese islands in 300 B.C. or so.

(In those days, most of the Osaka plain in the west of the Nara basin was a large lake connected to the Osaka bay and the inland sea linking Nara to northern Kyushu facing the Korean Peninsula.)

Even historically famed and important Queen "Himiko" of "Yamatai" must have presided over the ancient royal court of Japan or "Wa" in the Nara basin in the third century.

The reason why the Nara basin became the original Imperial capital must be that some powerful group of people led by a powerful leader, like Xu Fu, had marched into the place.

Nonetheless, the Imperial Family of Japan must be independent from China in terms of its origin to be fully respected by Japanese people. And, Xu Fu and his followers must have hated China having been exposed to the tribulation of wars.

Therefore, if there had been any association between the ancient Imperial Family of Japan and Xu Fu, it must have been hidden. Yet, this association can be reflected in the Japanese Myth, especially on the advancement of the First Emperor Jin-mu, who arrived at the Kii Peninsula from the sea, to the Nara basin 2200 years ago.

However, what must be understood here is that the Chinese First Empire Qin must have had a remote but significant influence on development of ancient Japan and its history.

It is so, since it was not only Xu Fu who fled the war-ravaged China to legendary holy islands in the east sea, namely Japanese islands.

A great number of nameless ancient Chinese must have abandoned China to reach Japan, since hundreds of thousands of workers are said to have been buried alive after completion of the Great Mausoleum for the First Emperor of Qin in order to keep a secret of treasuries installed underground, just as an example of his cruelty.

"Let the Dead Bury their Dead"

In America 40 million poor people are deprived of their right as a human being to receive medical care for free or at a reasonable fee and charge according to their financial state.

Further, 20 million honest people are deprived of their right as a human being to keep their homes and residences through a reasonable loan payment according to their financial state.

In addition, 10 million law-abiding and diligent workers are deprived of their right as a human being to secure their jobs and maintain their households in a decent manner.

So, after the long Republican administration era, in the prolonged sub-prime-loan mortgage crimes, and in the wake of the Wall Street Shock in 2008, American voters eventually elected Mr. Barack Obama as U.S. President.

On the other hand, in Japan, incredibly 70 million citizens among 120 million population were estimated at one point to be influenced, more or less and directly or indirectly, by illegal or dishonest handling of their pension records by Government civil servants over decades. At least 10 million of them have been surely expected to receive less or no pensions at all due to irresponsible record keeping by pension officers.

Though situations are getting improved with exhaustive review and recovery work by the Government since this unbelievable scandal and omission was exposed in early 2007 owing to an effort of some DPJ lawmakers, the long-time ruling parties, the LDP and New Komeito, have been destined to lose power from the moment of the exposure of this shocking breach of duty in 2007.

It is a fear of losing their pensions that is driving humble Japanese voters away from the conservative and very-pro-America LDP to the younger-lawmaker-filled DPJ so as to entrust them with the central governmental administration.

Very rich politicians, like Prime Minister Mr. Taro Aso and DPJ head Mr. Yukio Hatoyama, probably alike cannot understand this fear. But, they are on the opposite sides; Mr. Hatoyama is so lucky and Mr. Aso is very unlucky.



SECTION I: First Empire Qin and The Chinese Communist Party

When I was young and read a story about the First Emperor of Qin, I was greatly disappointed.

The First Emperor of Qin was not a great man at all. He was a mediocre son of the royal familiy of Qin. He had a little mind. He had not mastered the military art even without excellent swordcraft.

But, he had a special talent. He had a gift for appreciating difference in things and men. He could correctly judge what was of the first class and what was of the third class like a talented organizer. He could correctly judge what worked and what did not like a talented engineer.

So, the First Emperor of Qin applied right methods and systems and adopted right philosophers, politicians, and generals. Eventually, he himself became a master of the art of war.

It is indeed a big surprise that such a mediocre person in terms of personality had such an excellent talent in terms of technicality that enabled the conquest of the Mainland China 2200 year ago and the launching of the first unified nation of the Han people.

Hence, I was highly disappointed as I was in my 20's, so young: "Oh, Ah, the First Emperor of Qin was not a decent man, a brave man, or a holy man. His crown and purple could not be authorized by Heaven or Chinese God. How could it be possible?"

Some years ago, I also checked books on the First Emperor of Qin to be disappointed again.

So, it is understandable that some Western scholars and professors get disappointed to study Mao Tse-tung.

Yet, like some excellent generals of the Empire of Qin, Chou En-lai had a remarkable personality.

Indeed, when the Lin Biao incident happened threatening the leadership of the Chinese Communist Party in early 1971, it is said that Chou En-lai acted like an acting emperor and Mao Tse-tung like a confused premier.

"Having Ears, Hear Ye Not?"







Confucianism vs. Legalism


The global media are exceptionally focusing on the Japan's general election this time to be voted for on August 30.

Indeed, the more they have reported and studied China, the more they are disappointed.

Truly, the more the American elite have analyzed and studied China, the more they are disappointed.

(They must even realize that economic statistics they got from China are very doubtful.

Actually, the American elite are despised by global human-right-supporting communities as they have praised anti-democracy China only because China purchased last year U.S. Treasury bonds more than Japan, the largest purchaser in these decades, did.

So, the Western elite must come to feel shame on themselves to praise China so much who has suppressed Tibetans and Muslims and helped the anti-democracy governments of Sudan, Myanmar, and North Korea, while sending naval ships to the Indian Ocean but not for supporting the War on Terror.

So, the de facto largest and most genuine democratic country in Asia, Japan has come in the spotlight, since a Japanese version of "Democratic Change" is going to happen.

However, Japanese laws and regulations forbid use of the Internet for public election.

There is no way for Japanese candidates and politicians to raise election funds through the Internet; they cannot even update their home pages, message sites, or blog comments during the statutory election period. Civil servants are forbidden by law to express their support to any individual candidates or parties with or without the Internet.

Yet, owing to an effort of some politicians of the Liberal Democratic Party, the law enforcement authority of Japan eventually allowed candidates and political parties to continue to present their Web sites on line to the public during the statutory election campaign period, though the authority wanted to force them all to be closed and made public access impossible.


(I do not especially support Mr. Yukio Hatoyama, the very rich head of the Democratic Party of Japan, since he with reportedly 80 million dollar personal assets does not look like risking his life in this election [like death-campaign-fallen P.M. Masayoshi Ohira decades ago]. Yet, Mr. Barack Obama seems to have felt more acute pressure during his Presidential Campaign in 2008 despite strong protection based on huge funds collected through the Internet. I support democracy; hence democracy must be the largest winner in any election.)



SECTION I: The First Chinese Empire Qin


Qin (221 B.C. to 206 B.C. as a Chinese empire, though originally from 778 B.C. as one kingdom) is the first tribal nation of the Han people that occupied the whole main Chinese continent 2200 years ago.

The first Qin Emperor mastered the art of war to conquer all other major Han nations competing with one another for the first hegemony of leading the whole Han.

Yet, the first historical emperor of China cruelly suppressed Confucianism.

The First Emperor of Qin adopted Legalism or School of Law, instead, so effectively:

"Legalism" here has the meaning of "political philosophy that upholds the rule of law", and is thus distinguished from the Western meaning of the word. The school's most famous proponent and contributor Han Fei (韓非) believed that a ruler should govern his subjects by the following trinity:

Fa (Chinese: 法...literally "law or principle"): The law code must be clearly written and made public. All people under the ruler were equal before the law. Laws should reward those who obey them and punish accordingly those who dare to break them. Thus it is guaranteed that actions taken are systematically predictable. In addition, the system of law ran the state, not the ruler. If the law is successfully enforced, even a weak ruler will be strong.

Shu (Chinese: 術...literally "method, tactic or art"): Special tactics and "secrets" are to be employed by the ruler to make sure others don't take over control of the state. Especially important is that no one can fathom the ruler's motivations, and thus no one can know which behaviour might help them getting ahead; except for following the 法 or laws.

Shi (Chinese: 勢...literally "legitimacy, power or charisma"): It is the position of the ruler, not the ruler himself or herself, that holds the power. Therefore, analysis of the trends, the context, and the facts are essential for a real ruler.

Qin might be regarded as a necessary evil in the proceeding of history, since after Qin nothing was the same as before among the Han people. It was like Europeans after the adventure of Columbus.

Yet, the dynasty that was against Confucianism could not sustain itself for long.

Accordingly Qin collapsed long before the era of Caesar and Cleopatra.

"These which Hear the Word of God, and Do it"







Legitimate Political Ethics in East Asia


In this general election in Japan, the second largest and advanced economy in the world and history, there is one peculiar and remarkable phenomenon.

A religious group-based political party called "Kohukuto" has entered the election race with hundreds of candidates as its first trial in politics.

The notable New Komeito Party is also active in a tie up with the LDP as usual, though New Komeito is a political division of the Buddhist association named Soka-gakkai.

But, how can a religious political-party directly participate in democratic election?

Once a terror-associated religious body called "Aum Shinrikyo" joined a national election of Japan only to lose in all the election precincts in early 1990's.

Yet, a few years later, the ominous "Aum Shinrikyo" group started to attack lawyers and judges who were against this dangerous religious group and eventually the central government and high-ranking officers with violence and weapons including a sarin gas.

The leaders of "Kofukuto" must have learnt lessons from the failure of the "Aum Shinrikyo" case as well as the success of New Komeito/Soka-gakkai. They are probably simply taking this general election as a chance for advertising their religion. Yet, it is indeed undesirable, since religion needs no democracy, though in a higher context.

Even, Judaism, Christianity, Islam, and Buddhism do not need democracy.

Rather, Nazis and Hitler or the Soviet Communist Party and Stalin leveraged religious dictatorship and a democratic fashion to hold, consolidate, and deploy their power.

If you cannot make distinction and introduce separation between religion and politics, at least like Americans, you are very dangerous, since you can be another Hitler or "Aum-Shinrikyo" who used lethal gasses to kill their enemies.

It is not illegal for any religious body to form a political party and run for national or local election in Japan, and I do not intend to interfere with such acts; but the Japanese Government must keep observation to this kind of trends for the public safety and order based on the Japanese Constitution.


(Ultimately, theocracy is possible and a must eventually, but it must not get involved in money-based democracy as you need money for democratic election campaigns.)



SECTION I: Confucianism

Japanese politicians, in addition to Taiwanese, Korean, and Chinese politicians, who do not study words of Confucius cannot be trusted, if they are Buddhists, Taoists, Christians, or communists.

Confucius found that if formality is observed, evil will find less chances to harm people.

Indeed, Japanese people are today the best observers of the Confucius formality theory, followed by some Koreans and some Taiwanese.

It is so, since Taiwan and Korea have never been colonized by Western powers (except Holland's 37 year occupation of Taiwan in the 17th century).

There are many Japanese people even today who love to read and study books written by Confucius, Mencius, and other philosophers of ancient China. In older days or before WWII or so in Japan, a level of liberal education of a person was mostly judged and measured according to his or her understanding of Analects of Confucius and other Chinese classics.

But, the core of virtue Confucius stressed is respect for others.

Europeans and European Americans have never learnt to respect others only because others are human beings. Christianity has not taught them to respect hidden virtue other person has somewhere in his or her personality or living. For them, virtue is power and mostly physical power. But, in East Asia, virtue is what is found outside the sphere of physical strength and power. In this context, the East Asian culture is advanced more than the Western culture.

"Take Heed Therefore How Ye Hear"

There are various speculations on a result of August 30 voting in the general election that is going to allow for the second regime change by election in Japan in this half century.

The American Democratic Party-compared-to Japan's DPJ is going to take over power from the American Republican Party-likened Japan's LDP, according to Japanese media reports without exception.

I think that the DPJ will take 250 or so seats while the LDP will garner 170 or so seats among 480 seats in the House of Representatives of the National Diet.

The new prime minister will be Mr. Yukio Hatoyama; that famous Ms. Makiko Tanaka, pro-China ex-Foreign Minister and now a newly joined DPJ member, might hold a ministerial post; and other notable DPJ leaders, such as Mr. Ichiro Ozawa, Mr. Naoto Kan, and Mr. Katsuya Okada, will be named to a Cabinet post, respectively, in very early September.

Yet, as a regular election is scheduled next year for respectable members of the House of Councilors of the National Diet, lawmakers and politicians in Japan will be requested to work as hard as U.S. President Mr. Barack Obama, till the summer of 2010.



SECTION I: Chinese History Till A.D. 1st Century

It is said that the Han people came from Central Asia down to the Central Plain of the Chinese continent, 4000 or 5000 years ago.

Their relatives invaded Tibet and other nearly or remotely associated tribes went down eastward along with the Chang Jiang or the Long River.

Some different North or East Asian races such as Turkeys, Huns, Mongolians, Manchurians, Koreans, and Japanese spread widely north of the Han's territory.

(Main Japanese ancestors are believed to have come from a region around Lake Baikal, East Siberia, to the Japanese islands over Mongolia, Manchuria, the Korean Peninsula or Sakhalin [Karafuto Island]. Yet, there had been original inhabitants on the Japanese islands who belonged to a southern racial group that spread from Indonesia, the Philippines, and Taiwan.

So, the Han or the main Chinese tribe is truly continental inlanders, though they have absorbed various minor tribes.

Yet, some of them were uniquely trade-oriented rather than farming- or pasturage-oriented from early days.

Even their farming was originally based on wheat-growing rather than rice-growing, since wheat is northern and inland, while the northern Han was dominant against the southern Han and associated tribes living along the Chang Jiang with their own unique ancient culture against the main Yellow River Civilization of the northern Han.

The merit of the ancient Chinese Civilization consists in the mind work of scholars and philosophers who lived between the 8th century BC to the first half of the 5th century BC.

Though the natural environment and climates, in addition to racial and tribal situations, in East Asia did not lead people to a need for a monotheistic or a transcendental religion, the ethical level of ancient China, though with so many wars and atrocities, reached a higher and a deeper points than those of ancient Mesopotamia, Egypt, Greek, and Indus Civilizations.

What is worse, the British Government forced India to plant and grow poppies and produce opium, starting in the late 18th century. They sold opium to China to balance deficits accrued through importing tea from China.

In the middle of the 19th century, the British Government forced Indian people to produce 4,000 tons of opium per year, which is comparable with today's global opium production. They exported 85% of the production to China to earn five million pounds while Britain's deficit in trade with China was then three million ponds. Accordingly, a great quantity of silver flowed in England from China, making people in London and other European cities rich and richer.

Yet, Ching Dynasty of China tried to forbid import of opium, leading to the Opium War in 1841 and 1856.

Advanced weapons of the British military battered China. The greatest empire in Asia, namely Ching, lost the face. British officers and merchants in Shanghai and Hong Kong started to treat Chinese citizens as a kind of slave with full contempt, which was observed Japanese samurai who actually travelled there.

Those samurai survived through the civil war with the Tokugawa clan and later became leaders in the modernized Meiji-era Government of the Empire of Japan.

Indeed, in the late 19th century, modernization of military systems was the most important agenda for the Japanese people to cope with British and other Western powers.

The Suruga Bay 2800 Meters Deep


(The Suruga Bay, 30Km south of Mt. Fuji)



I spent two hours or so on the shore of the Suruga Bay, today.

It is because a large earthquake occurred there several days ago disrupting a main road-traffic between Tokyo and Kyoto/Osaka.

Further, a great earthquake is expected to occur in a specified Pacific coast area, including the Suruga Bay (max. 8500 feet deep within its radius of 50km), in a decade or two with a magnitude enough to claim thousands deaths.

So, I have been there today, as a servant of the God Almighty who created the Japanese Islands and the earth.

By the way, it was not so hot today on the shore. I did not feel the sweltering heat of the de facto tropical summer we usually experience in Japan in August. It was rather like a July morning while I got there around 2:30 p.m.

Hence I took more than 400 pictures today on my day trip, each one by one with an out-of-date bulky optical 10X and 2048x1536 pixel digital camera.
